(Not) Blowing in the Wind

If there's no wind, how do they decide which direction it's blowing?
North at 0 mph?
Just wondering.

    That's very funny! I just got back from a visit to California where the weather was sunny and warm and gorgeous. I loved it. Today it is gray and rainy and I am actually enjoying that too. How weird is that? I guess I am not the true California girl I used to be.
